Tawazun work in Oman
The Tawazun project in Oman, conducted in collaboration with the Ministry of Finance (MoF), Ministry of Education (MoE), and Ministry of Health (MoH), aimed to enhance the efficiency, and impact of public spending. As the Project Manager and Main Researcher, I was responsible for ensuring timely delivery, budget management, and seamless communication between internal teams and government stakeholders, I also worked on the different technical components and deliverables of the project.
Project Scope:
The project included a comprehensive budget analysis for both ministries, focusing on identifying inefficiencies, aligning spending with strategic goals, and optimizing resource allocation. This involved:
Budget Analysis and Fiscal Space Assessment: Assessing historical expenditure patterns, identifying financial bottlenecks, and evaluating the alignment of spending with sectoral priorities. This included a fiscal space analysis, which examined the potential for expanding available resources under various economic and fiscal scenarios. The aim was to ensure that future budgets can sustainably support key social investments, like health and education, without compromising fiscal stability.
Optimization and Strategic Prioritization: Recommending high-impact projects for each ministry to improve both allocative and operational efficiency. This included identifying projects that deliver maximum value for money, enhance service delivery, and support long-term economic goals.
Medium-Term Budget and Expenditure Framework (MTBEF): Developing a strategic framework to guide future budget planning and resource allocation, ensuring long-term fiscal sustainability.
Capacity Building: Providing targeted training and capacity-building sessions for ministry staff on Public Financial Management (PFM), value for money (VfM), and results-based budgeting to strengthen financial oversight and decision-making.
Impact and Future Directions:
This project laid the foundation for more strategic, data-driven budgeting in Oman, aligning financial resources with the country’s broader economic vision. It demonstrated the importance of integrated planning across sectors, ensuring that education, health, and finance ministries work together to achieve shared goals. The inclusion of fiscal space analysis ensures that these plans remain financially sustainable, even in uncertain economic times.
